Sitharaman calls for building indigenous military aircraft

Nirmala Sitharaman addressed the IAF commanders in New Delhi on Thursday

Without directly acknowledging that cancelling the tender for building 126 fighters in India, and instead buying 36 fully-built Rafale fighters, was a missed opportunity, Defence Minister Nirmala Sitharaman has urged the Indian Air Force (IAF) to lead the way in indigenous manufacture.

Addressing a meeting of top IAF commanders in Delhi on Thursday, Sitharaman said the IAF would “play a vital role in enhancing the defence manufacturing capabilities of the nation through its acquisitions in the form of strategic partnership (SP) model.”

The SP model of procurement, which was promulgated in outline in May 2017, envisages Indian companies manufacturing four categories of weaponry – fighters, helicopters, submarines and armoured vehicles – from design blueprints provided by selected foreign vendors.

However, there is little movement on the IAF’s only SP model procurement: to buy-and-build 114 multi-role fighter aircraft in India. Last April, the IAF issued a request for information (RFI), and seven fighter manufacturers expressed interest. A year later, with the ministry of defence (MoD) still fine-tuning the SP model, vendors are still awaiting an IAF tender.

For shortlisting and selecting SPs, the MoD must promulgate “implementation guidelines” for each of the four equipment categories. But while the broad policy framework has been formalised and retrospectively incorporated into the Defence Procurement Procedure of 2016, implementation guidelines have been drawn up only for naval helicopters. 

Without implementation guidelines for choosing an SP for building aircraft, the MoD cannot issue a formal tender – also termed request for proposals (RFP) – for the 114-fighter procurement.

Meanwhile, seven international fighter manufacturers have responded to the RFI. Twosingle-engine fighters have been offered: Lockheed Martin’s F-16 Block 70 (which it has renamed F-21) and Saab’s Gripen E. 

In addition, five vendors have offered twin-engine fighters: Dassault’s Rafale; Eurofighter’s Typhoon; Boeing’s F/A-18E/F Super Hornet and two Russian fighters: Sukhoi-35 and MiG-35.

Like the 126-fighter tender issued in 2007 and eventually abandoned in 2015, this 114-fighter procurement expects to galvanize the domestic aerospace industry.

Proceeding in parallel, with the same aim, is the so-called “Avro replacement project”. This envisages a private sector Indian manufacturer – Tata Advanced Systems Ltd (TASL) has been chosen – partnering Airbus to build the C295 medium transport aircraft in India to replace the obsolescent HS-748 Avro. 

The tender permits Airbus deliver up to 16 aircraft in flyaway condition, and build at least 40 in India. The MoD and Airbus are currently negotiating prices.

At the Aero India 2019 expo in February, both Sitharaman and the air chief, Air Chief Marshal BS Dhanoa, mentioned the C295 as a “transformative” project.

While both the 114-fighter and C295 projects involve manufacturing in India to foreign blueprints, Sitharaman also “asked the IAF to look at the future with the latest technologies available across the world and those that can be developed within India, in order to meet its needs”, according to the MoD.

This would require shifting emphasis from licensed manufacture to indigenous aircraft development, such as the Defence R&D Organisation’s Tejas fighter and the futuristic advanced medium combat aircraft (AMCA).

Technology development and absorption are also achievable through co-design and development such as the Indo-Russian Fifth Generation Fighter Aircraft project and the Future Generation Tempest project in the UK. However, the MoD has backed away from the former and not yet responded to the latter.

According to the MoD, Sitharaman also “praised the IAF for its flawless execution of the Balakot strikes and subsequent thwarting of the Pakistani response.”

  2. Indigenous manufacture from design blue-prints implies a spectrum of possibilities from an assembly guide to a do-it-yourself including the metallurgy and propulsion.

    The IAF may not have an overarching role, other than coming up with capability targets and expectations over a 10/20 year period.

    The MMRCA project must not be confused with the larger make in India perspective. The latter is a luxury when we are at full strength, and have long term budget and clarity.

    MMRCA is more of a 'should've had it yesterday' project, already running a decade behind schedule.

    But it could be a good lead-in to a future 5th gen. project which ideally should be the Make In India priority (it's still a decade away, and permits time for domestic tech/R&D capability/capacity enhancement. The MMRCA could provide vital insights for the same.

    However, if India can offer 'tech/capital/market access' in return, or be okay with enhanced costs (which an indigenous manufacture will entail), a viable alternative that fits between both narratives could be on the lines of the Mitsubishi F2 development by Japan. (can be accessed on Wikipedia, et. al.). Major points include:

    1. Local manufacture and tech transfer
    2. Capability enhancement of local firms (integrators and sub-contractors) beyond Mitsubishi - critical for future projects.

    3. Inclusion of India-specific requirements- F2 came with an AESA radar comparable to the F22, in some terms. It also had better thrust/weight ratio, thanks to indigenously developed composites.

    4. Referring to the last part above, India should also be willing to share the fruits of its domestic labour with foreign partners - reverse tech transfer, incentivising intl partnerships with aerospace companies.

    5. A great lesson from the Japanese experience relate to the costs involved in such 'indigenisation' projects. Mass production reduces this cost. BUT, export-orientation can bite into the big players' share, and will be unwieldy to handle - compromising India's core needs in favour of reducing costs. The production line should sustain with or without any export orders. For which, it needs to address India's needs for the foreseeable future.

    Tejas may be fairly advanced in the evolution process to get foreign designers interested, but some offsets catering to its teething issues can also be addressed through a govt-govt MoU of the US-Japan kind.

    Finally, there are 10s to 100s of firms who will need to develop capacities going forward, each contributing to a small, but critical aspect. Let the narrative build accordingly, identifying firms and the capacities in which they will coalesce. This will also provide a furture roadmap for our talent pool, which will have to be nurtured carefully.

    It's so much bigger than the IAF or the 114 aircraft, really. Models are available.

    We don't need to re-invent the wheel but choose the best option and start rolling with it.

  4. Defence procurements in India are so mired in corruption and charges of corruption that they never see light of day easily. Regardless of whichever government is in power, the all pervading stench of corruption is difficult to hide. We will still be discussing IAF procurement of fighters 10-20-30 years from now, assuming off course that all of us stay alive after the Chinese Invasion which will surely happen by 2035 at the latest.

  5. It is very difficult to build high end fighter aircraft and lot easier to build civilian aircraft and what is the progress. Where was China and Brazil 25 years ago and where are they now. The government has to develop infrastructure to develop civilian aircraft and its necessary infrastructure if India as a nation wants to succeed as aircraft manufacturer. What is the progress on Tejas engine in last few years and did they Evan think of developing the flying bed. I feel the need of the hour is develop engine manufacturing , and make reliable engines for civilian use so that a 40-50 seater plane can be developed , try it with HTFE 25 engine so that progress can be started. Give single crystal blade and develop 40 KN dry thrust , and it is necessary to develop the protective coating technology for the blades so that they last longer. Develop a 80 - 100 seater plane with dual kaveri engine and then try to develop larger engines for medium haul routes so that massive number of aircrafts be built.

    Then as a byproduct start developing military technology. Start with high end engines and , develop the Tejas MK 1A quickly , at least two prototypes be developed on a new assembly line and India really needs it as AESA radar is needed and range of A2A missiles be increased. Imagine the scenario if SU 30 would not have been able to dodge the AIM 120 C missiles then 4-5 SU 30 would have been shot down. The Astra MK 2 has to quickly be inducted integrate meteor with upgraded mirages. The ground to air defense has to be be developed like an inter lapping grid. QRSAM needs to be inducted in numbers. The engine HTFE fall out with 40 KN dry thrust would be made to fit jaguar and at least four squadrons be built. The AL 31 engine has to be made more reliable and RD 93 engines be replaced with kaveri engines. Try to develop Ganga and it should develop 130-140 KN of thrust. I feel HAL cannot do this and private players must do this work and HAL must do the final integration. How quickly F 16 got engines upgrades. All the effort must be coordinated but unless you develop commercially viable civil aviation production infrastructure military aircraft is extremely difficult job and that pain you are feeling in building Tejas in sufficient numbers.

  18. Vikram_prasad : F-35 is not better than Rafale, it's actually full of flaws and is nowhere near to reach what Lockheed brags about. You should read DOT&E reports, although since Dr.Gilmore resigned, now they have more wooden tongues. USAF 5 years procurement plan last proposal even rules out any further F-35 orders (!!!), they want to buy F-15X and prefer to invest in R&D for 6th gen aircraft!!!

    Tejas is also part of the Rafale offset since the team Rafale was required at helping finalising Tejas and keeping the Mk2 alive is RIDICULOUS considering the specs I could collect from French speaking sources, Tejas would end with 98kN version of Rafale's M88 (and slightly stretched air intakes), its size/lighter weight would allow as much fuel to be fit into the airframe, the Rafale's radar has been slightly modified to fit in the Tejas nose, an active stealth system taken from SPECTRA being added. These 3 items are ALREADY validated by DRDO. Dassault has already provided improved blueprints to have the bigger fuel tanks fitting, the airframe is even reinforced and the empty weight loses 500kg! They even propose a BRS recovery parachute in order to save the aircraft would there be a critical failure (!)
    Tejas so becomes a mini-Rafale with as much thrust and fuel as the on-steroid Emirati Mirage-2000-9 while weighting 1800kg less (and M-2000-9 as 500kg more payload than Indian M-2000-5).
    If done this way, Rafale will also receive the 98kN M88/Kaveri K9+
    So both will share the same make in India engine+radar which would be a great advantage in maintenance and at the same time allow to field something more potent than Tejas Mk2 without taking many years at making a prototype for a stretched airframe etc...

    Now, what will be the decision, err, if you put someone with French highly Cartesian mindset, the decision would already have been taken and for long...
    In the Indian culture, sincerely, I'm only able to point what is available, what will be decided and the way it will be must be too transcendental for me!

    Look : CH-47 Chinook has been ordered, payload is around the half of Mi-26's 20t (as much as C-130!) for the double of its $20M cost, then M777 light Howitzer at $10M you can carry under a CH-47... Well, for $5M you get a self propelled CAESAR Howitzer which weghts more but can be carried by Mi-26... And CAESAR has a computerised targetting system with metric accuracy at 50km using standard 155mm shells (and powder boost). M777 needs a $68k GPS guided shell for such accuracy and no way you use powder-boost or the gun blows.
    Reaction of a French to such purchase : "Putain de merde! Ils sont complètement fous!" (bloody f*ck! They're totally bonkers!). Nobody which has both US and Russian choppers available would go for the US ones!

    As air defence system, I'd use :
    - ONERA Nostradamus as early warning (sees a B-2 from 3,000km)
    - Thales GS-1000 mounted into blimps like 'Flying Whales' or Airlander 50 blimps. 1000km anti-stealth with enough accuracy to guide missiles. Well, 400m high towers to compare with the Dimona radar would be interesting too.
    - NBS MANTIS as a CIWS
    - Leonardo Draco = OTO Melara 76/62 Super-Rapid mounted on IFV =
    DART guided anti-air 8km range shell and VULCANO 40km range surface shell
    - Rafael Iron Dome
    - Either EuroSAM MAMBA (same Aster-30 used by FREMM frigates, etc) OR Rafael David's Sling
    Aster-30 has 98.5% hits against missiles like Scud or P-800/BrahMos. David Sling's "Stunner" interceptor is EO/IR+Radar guided and when licence built in the US, is Patriot's PAAC-4 Skyceptor.
    The new 160km range (only) $350k missile to fit in (overexpensive) PAC-3 batteres. Rafael is said preparing an AAM version. May become an alternative for (expensve) Meteor.
    MAMBA costs half of S-400 battalion with 6 launchers of 8 missiles

Considering the dire state of IAF, where even Mirage-2000 and MiG-29 are already 30 years old, Where the law says IAF must have no less than 42-45 squadrons, only the 13-14 Su-30MKI squadrons are, for the older built, 15 years old. Jaguars are 40 years old, MiG-21 and MiG-27 should have been retired for long, in other terms, Replacement of Mirage-2000 and MiG-29 should already be on the table even if M-2000 may still be flying in 2030, although France started retiring them for a while.

    In other terms, 28-30 squadrons MUST be considered for orders ASAP.
    14-15 MMRCA and as much LCA, and this doesn't includes INAF needs (57 MMRCA, as much LCA since MiG-29K is very troublesome).
    It's not about 114 or 126 aircraft.
    The 36 (+18 in options) Rafales mean 2 (3) squadrons of 18 and better consider 1 additional aircraft per squadron to deal with future attrition, these to be added at the end of the contract.
    So, we'd talk about procuring 266-285 Rafale-C/B and 57 Rafale-M. Let's say that 3 squadrons will end being made in France, knowing that a Rafale assembly line can produce up to 18 aircraft a year, then add the 2 years to build an assembly line and 2 more to start deliveries...
    It'd need 15 years to build 266 Rafales and 16y to build 285...
    QED, with 2 assembly lines added to the 4 years to start deliveries with a rate of 3 per month, deliveries start in 2023 and stop in 2030-2031
    IF decision is taken... NOW!
    And don't hope for a private company to build 2 assembly lines without enough orders, as much it was ridiculous trying to push Dassault into providing a guarantee on eventual HAL-built Rafales : this would have been suicidal! Private sector has no state as a parachute, losses mean bankruptcy...

    AFAIK, Tejas squadrons are supposed to be of 21 aircraft, add one for attrition => 14-15 squadrons = 308-330 units, likely 57 more Tejas-M => Up to 387 units
    Here, an assembly line produces 8 units per year. With a 387 figure and 5 assembly lines, it's near 10 years to build these with full production not reached before 2023...

    This means a total procurement cost about $40-45 billions, hopefully to be repartitioned over the next 12-13 years
    And this is for fighter jets alone, thanks to total lack of decisionship of some former defence ministers : this would have been spread over 25-30 years had they done their job.

    Now, c'mon, Gripen-E is still a prototype and offer less than an upgraded Mirage-2000, F-16V doesn't offers a lot more than M-2000, just more payload, all are fully 70's concepts, BTW, Taiwan is having her old F-16A/B upgraded as F-16V. BTW, look for "Gripen Bribes". Brazil's former prez is jailed because of Gripen. Now you get how Brazil chose Rafale and ends with Gripen ;-)
    Others have been already tested, Su-30MKI "Super-Flanker" upgrade goes further than Su-35.

    This RFI makes no sense, especially considering the HUGE offset for the Rafale contract : the Rafale "team" has already started to build factories, subcontractors are settling.

    Oh, BTW, ONERA is finalising the Plasma-Stealth system which will be available with Rafale-F4 upgrade...


    AMCA is no more futuristic than FGFA/Su-57, it's 5 gen fighter that, if pursued, would be introduced at the same time as 6th gen. Considering the already high R&D costs for Su-57, not speaking about the astronomic ones for F-35, ADA already gained lots of experience in the last 30 years, the best way, now Dassault is bi-national, is to have them teaming together and with Airbus for the 6th gen fighter. The very good side with Dassault compared to many of their competitors : they don't come with promises they can't keep.
    One has to be very rational when it comes to such programs.
    By the time either AMCA or the 6th gen Dassault/Airbus can be introduced, Su-30MKI will start to be retired (or put in storage).

    Kaveri K9+ = 98kN version of Rafale's M88 engine and is already validated by DRDO and Safran and HAL are into a JV to produce it. Kaveri K10 is to follow since M88 can be pushed to 115kN without changing the core.
    M88/K9+ is about to be tested on Tejas Mk1
    IDK what they're into deciding at MoD but there is a "rafalised" Tejas in the pipeline which would totally kick butts even more than Mk2 while not having the characteristics of Mk1A and using K9+, all that still being needed is a few internal mods to Mk1. No need for prototype, just validating the mods... Maybe the upcoming flight tests are waited? IDK WTF Nirmala is doing. For sure, price is likely to be about $40-45M but the features that have leakd in France are puzzling.

    Jaguar is already 40 years old.
    You don't want to invest with new engines for them!
    If the right choices are done, and strong decisions are needed with enough assembly lines,1st, trashing MiG-21/27, then MiG-21, then Jaguar and ASAP, to be replaced by Tejas+Rafale... Any way, w. French mods, Tejas becomes more interesting than a MiG-35...

    Su-30MKI ends more expensive and less capable than Rafale, Tejas was a Dassault project bought by ADA wth 1 year assistance.
    Dassault was initially supposed to provide 150 Mirage-2000, this was reduced to 60 and India bought less capable MiG-29, OK, cheaper per unit, but much more expensive to use. Malaysia went bonkers : $13M/year/unit!!!
    Had 150 M-2000 been ordered, there'd be a Dassault factory since end 80's.
    The right decision would have been this, then Dassault going on helping for Tejas and going directly for Rafale instead of Su-30 in 2001..
    The Tejas blue-prints bought from Dassault were for the demonstrator, so, as for Rafale-A, to use GE F404 as a temporary measure until M88 was available. ADA missed the point, had Dassault still been around, they had knew that M88 was planned to be able to be pushed to 98kN into 18 months if asked... INAF is furious about MiG-29K, and not just because the engines...

    Adapting K9+ into MiG-29 : hum hum. M88 is much smaller than RD-33. Structural changes on already built aircraft = hardcore! Using some temporary system for a testbed, it's OK but permanent use is something else.
    For a fighter-jet, you create your project around your engine.
    Now, being smaller, for sure M88 can be adapted, but you'd need serious mods.

    Now, it's clear that it had some complexities making the operating costs pretty high, BUT today, with digital control of engines, the complex shaft system wouldn't be necessary any more...
    There are also much more powerful+lighter engines, e.g. the 1940hp PT6C-67A or 2,100hp PW120...
    Then, consider modern composites and the loss of weight would allow easily 12t payload if not more...
    Taking off in 185m and landing in 120m while being able to stay airborne at only 90km/h, even today, you can question the purchase of the $100M MV-22...
    Just think about how it'd be useful for airlines in the Himalayas, with the very dangerous Lukla in Nepal, and even inside India : no need to build municipal airports, just 300m to bulldoze and a Br.941-NG can go there, maybe not even bulldoze.
    Have an optional folding wing system, then you can use it even from "small" amphibious ships like the Mistral-class.
    Making it an AWACS, MarPat, ASM, ASUW, Tac-refueller, gunship, etc would be easy. It may even carry a MOAB.
    If not enough STOL, inspire from YMC-130H Credible Sport with JATO and brake-rockets.
    Put something like this on market for $30M and everybody will want it!
