The rules have been fudged regarding the responsibilities of the uniformed personnel there, we need an article from you, on who wants to keep the old status quo and is resistant of change? What exactly is this coterie which has been preventing uniformed personnel at all levels of decision making being appointed?<br />The system is not fit for purpose, does not deliver and given the entrenchment of those running it, change is unlikely.
