As you rightly said, the Govt. has for the very first time understood that <b>designing in India</b> is different from copy-pasting foreign designs under license. It is the former that really embodies "Make in India," whereas the latter is just a backdoor to imports.<br /><br /><b>Unfortunately, for many Indian private companies, R&D is the last thing on their minds. Their main aim is to become localized fronts for foreign arms companies, and earn fat premiums.</b> The govt. must also make it clear that components and finished weapons must have been designed in India <i>from scratch</i> They must not be rehashed versions of existing foreign systems.<br /><br />However, private companies may secretly partner with foreign companies to sell their wares in India, and declare the money spent as "R&D".
