This is typically an Indian work and planning ethic. In South Korea, a 280,000 Ton complex tanker can easily be built in 4 months flat.... and warships take 2-3 years max in most countries. With us, without privatisation, no such efficiency can ever be expected. Forget about GOA, GRSE, VIZAG or MAZAGAON.... hand over these to private professionals and then see the results. No wonder two frigates from Russia are going to cost half that of what they would cost building at Goa Ship yard.
